New State Laws: Bans on Linear Fluorescent Lamps and CFLs

State bans on Fluorescent lamps are going into effect at different rates. This section will help you understand which states are impacted by these laws and how to prepare yourself with LED products.

State Legislation – Linear Fluorescent Lamp Manufacturing and Sales Bans

Manufacturing ban
On June 26, 2023, the state of New York began enforcing a manufacturing ban on the sales of high CRI (color rendering index), cold temperature, and impact-resistant linear fluorescent lamps that do not meet the current Federal Department of Energy's efficiency requirements.  Any covered lamps manufactured before June 26, 2023, can be sold in the state of New York.  Any covered lamps manufactured on or after June 26, 2023, cannot be sold in the state of New York unless they meet the DOE efficiency requirements.  A similar manufacturing ban (but only applying to high CRI lamps) began in Oregon on January 1, 2023.

High CRI Fluorescent Sales Bans
On July 1, 2023, the state of Nevada began enforcing a statewide sales ban (regardless of manufacturing date) of the same lamps as New York. On January 1, 2025, the state of Maryland will begin enforcement of a sales ban on high CRI lamps only. Other states, including, Maine, Oregon, Minnesota, Colorado, Hawaii, Massachusetts, New Jersey, Vermont, Washington, and the District of Columbia already enacted similar laws and regulations banning the sale of high CRI linear fluorescent lamps within the past 4 years. The lamps impacted by the state bans include 4-foot T8 & T12 lamps, T12 Ubent lamps, and 8-foot T12 lamps. Some of the states ban the sale of high-impact and cold-temperature fluorescent lamps as well as high-output 8’ lamps. 

Mercury related Sales bans
As of January 1st, 2024, the state of Vermont began enforcement of a sales ban on all linear fluorescent lamps ranging from 46” to 48” in length.  All other sizes of fluorescent lamps can be sold in Vermont as the sales ban only impacts linear fluorescent lamps in the 46” to 48” length. Laws banning sales of all fluorescent lamps have also been enacted in California, Colorado, Hawaii, Maine, Minnesota, Illinois, Washington, Oregon, Rhode Island. These states’ laws become effective on different dates, with the earliest being January 1, 2025.
